§ 15-23. Changes—Amount; billing.

  • (a)

    Residential inside or outside corporate limits. For each one thousand (1,000) gallons in excess of the above quoted minimum, commencing with the first additional gallon, there shall be an additional charge of three dollars and thirty-two cents ($3.32) per one thousand (1,000) gallons.

    (b)

    Commercial-general inside or outside corporate limits. A minimum sewerage charge, effective January 1, 2016, in the amount of nineteen dollars and three cents ($19.03) is hereby levied on every commercial sewerage connection served by the city for the first two thousand (2,000) gallons of water usage metered for each commercial establishment. For each one thousand (1,000) gallons in excess of the above quoted minimum, commencing with the first additional gallon, there shall be an additional charge of three dollars and thirty-two cents ($3.32) per one thousand (1,000) gallons.

    (c)

    Secondary outside meters. Where a residential and/or commercial customer has obtained a secondary meter for the exclusive use of watering outdoor gardens and/or landscaping, no sewerage fee shall be levied against such account.

    (d)

    Commercial-car washes, laundries, dry cleaners. For every commercial sewerage connection where the business conducted on the premises is primarily a self-service or full-service car wash or a clothes or garment laundry and/or dry cleaning establishment, effective January 1, 2016, the sewerage charge shall be flat rate of sixty-nine dollars and sixty-eight cents ($69.68) per month or 0.0191 cents per gallon of actual water usage per month, whichever is less. For the purposes of this section, "primarily" shall mean having derived at least fifty-five (55) percent of its gross revenues from the business indicated during the immediately preceding calendar year. In all other instances, the general commercial sewerage rate shall apply.

    (e)

    Large industrial inside or outside corporate limits. All large industrial customers, defined as customers discharging or using the wastewater system for discharging waste in addition to normal domestic sewage waste and connected to the sanitary wastewater system shall be charged the following rate, effective January 1, 2016:

    (1)

    Monthly volumetric charge: Two dollars and fifty-two cents ($2.52) per thousand (1,000) gallons or part thereof of water discharged through a separate meter.

    (2)

    Monthly service charge: In addition to the volumetric charge, industrial customers will be charged one hundred seventy-three dollars and ninety-one cents ($173.91) per month for service.

    (f)

    Special waste disposal service:

    (1)

    Availability. At the option of the system, special wastes including, but not limited to, septic tank contents, chemical toilet contents, etc., may be received for treatment in the systems wastewater treatment facilities. Charges for the treatment and handling of these wastes shall be the sum of the following:

    (2)

    Monthly volumetric charge. One dollar and eight-five cents ($1.85) per thousand (1,000) gallons of water discharged.

    (3)

    Extra-strength charge. Surcharge for excess five-day biochemical oxygen demand (BOD5) or chemical oxygen demand (COD), whichever is greater, but, but both total suspended solids (TSS), and oil and grease (O&G).

    a.

    $2.50 per 1,000,000 gal for each mg/l over 200 mg/l 30 day average (BOD5).

    b.

    $2.50 per 1,000,000 gal for each mg/l over 200 mg/l 30 day average (TSS).

    c.

    $1.50 per 1,000,000 gal for each mg/l over 500 mg/l 30 day average (COD).

    d.

    $1.50 per 1,000,000 gal for each mg/l over 100 mg/l 30 day average (O&G).

    (4)

    Special waste handling surcharge. Twenty-six dollars ($26.00) per load, in addition to the volumetric charge above.

    Such wastes shall be delivered to a point of disposal at such time and under such conditions as determined by the superintendent. Actual BOD5, COD, TSS, oil and grease content of the waste accepted shall be determined by standard laboratory analysis at the system's wastewater treatment laboratory.

    (g)

    Minimum charge.

    (i)

    Except as provided for in (ii) of this section, notwithstanding the absence of a water meter, or a monthly water usage, there shall be a monthly minimum service charge imposed and levied upon each and every sewerage connection either inside the corporate limits. Effective January 1, 2016, in the minimum charge of each residential sewerage connection shall be ten dollars and fifteen cents ($10.15). Effective January 1, 2016, in the minimum charge on each non-residential sewerage connection shall be nineteen dollars and three cents ($19.03).

    (ii)

    Effective January 1, 2016, in the flat charge for any unmetered sewage customer located outside the corporate limits shall be twenty-two dollars and sixty-five cents ($22.65).

    (h)

    Billing. The residential and commercial charges shall be billed to every owner or occupant of the premises where this service is provided by the city and shall be payable on the same terms and conditions as the water charges provided in chapter 18 of this Code. The owner of the property or improvements serviced by or connected to the sewer system of the city shall be directly responsible to the city for all charges, fees, penalties, and assessments incurred as a result of the connection to the sewer system.

    (i)

    Authorization for customer to discharge not implied. Nothing in this ordinance [Ordinance No. 98-06] shall be interpreted as authorizing any customer to discharge any volume into the city wastewater system as the city is under no obligation to provide water or sewage services, or to continue to provide water or sewage services, to any customer if the superintendent, in his or her discretion, determines that the provision of such services would be detrimental to the city water or sewer system.

    (j)

    Installation and maintenance of meter: Any customer who discharges a volume in excess of the water purchased from the city water system must pay for the installation and maintenance of a wastewater meter approved by the city.

    (k)

    Adjustment of rates. The rates established in section 15-23 shall automatically increase at the rate of three (3) percent, adjusted annually on the first day of January, without the necessity of further action by the mayor or city council.
