The residential or commercial property owner, or his agent, shall make application
for a permit on a special form furnished by the city. The permit application shall
be supplemented by any plans, specifications or other information considered pertinent
in the judgment of the superintendent. The applicant shall, at the time of filing
an application therefore, pay to the director of revenue, regulatory codes and permits
a fee, including the administrative fee for inspection, as fixed from time to time
by the city council.
